how would I go about making a small program like this?

I want to retain the ratio between 65mg X per 90ml Y and 0.065mg Z but increase the 65 and 0.065 to 100mg and 0.1 or other things.

So, you're asking us how to do division and multiplication in C#? This is basic arithmetic. How would you do it with pen and paper? You do it the same way in code.
