Question Scrollbars and keys

I have a form with a vertical scrollbar. I would like the arrows, page up-down, and home-end keys to work on the scrollbar from the outset.
When an arrow key is pressed twice, then these keys will work, but not until that point. Can anyone advise how to get the keys working from the start ?
