WPF offers a lot of benefits over Windows Forms but also involves a steeper learning curve. For your average business application, Windows Forms is generally more than adequate. For a beginner, I would probably suggest starting out with Windows Forms until you are relatively comfortable with the basics and can build a simple application fairly quickly, then moving onto WPF.
