How to install and customizr open source applications

Hi all , currently am planning to localize the Open Text Summarizer available in C# that supports around 25 languages ,
it is as easy as editing the rules in XML. However, am unable of configure the projects files to visual studio , the source code contains one .dll file and dictionary containing XML file
I really appreciate any help to customize the open source

That's not source code. The DLL is the compiled output. If you want to open the project in VS then you have to download the actual source code.
