To me feels like you may have a pending reboot where a file is scheduled to be deleted. Try rebooting and then installing fresh.

Alternatively, you may have some AV software that is trying to delete some files because it thinks it may be dangerous. Make sure that you disable all your AV software while installing.

Anyway, you could just wait to see what Microsoft's feedback about your issue is. In the past when I had issues, they would get back to me in 1-3 days.
